Barking problems…Need advice!

I have two very loving daschunds. They are 2 years old. The only issue I have with them is that when we go on walks they bark at everything including dogs and people. They have extremely LOUD barks too :/ I realize that they are dogs and they are going to bark but it has gotten out of comtrol. I dont want them to stop barking I just want to enjoy our walks. When they bark they just pull and pull and I know they scare some people. They would never ever bite anyone, as I said they are very loving. I think maybe they feel they need to make themselves seem bigger because they are so short :) I have tried working with them and pulling them the other way when they start barking and not letting them walk forward until they calm down but this does not seem to work for them. It is not only when people approach either, it is whenever they see someone and any dog they see. I don’t know what to do anymore with them. I love them to death and I want them to go on walks but I cant handle the barking any longer. Any help would be greatly appreciated
